Old warmth is coming back in Nepal’s relations with India. Nepal Prime Minister KP Sharma Oli has no such interest in China. Two years ago, the agreements, which were described as historic and game-changing, did not move ahead on Oli’s second visit to China. India had protested against the new constitution of Nepal. In response to the Blockade on the Indo-Nepal border in 2015-16, the Nepal chief Oli signed a Transit and Transport Agreement with China. This meant that the end of India’s monopoly on Nepal’s supply system The blockade on the border led to a crisis of supply of the daily needs of the Nepalese, due to which the common life was disrupted.

The pressure on the Nepal government to increase the dependence of the country’s supply system completely on India and strengthen relations with other countries. Oli received support in all respects to increase Nepal’s close ties with China. When he was out of office, he criticized the latter Prime Minister Pushpa Dahal and Sher Bahadur Deuba, saying that he could not implement the agreements with China during his tenure. But till now Oli himself has not been able to move forward in implementing these agreements.

For example, in 2016, Nepali officials made several rounds of talks to import petroleum from China. Both countries also agreed to direct their representative officials to finalize the supply of petroleum products. The deal is being done to import oil from China, but it is interesting that Nepal and India have already started working on the cross-border border petroleum pipeline construction.

Let’s see another example. Nepal and China agreed to build a railway network in the Himalayas in 2016. A Memorandum of Undertaking (MoU) related to it was also signed but there was a complete lack of clarity and information. Last month, a Chinese team came to investigate the financial management of the railway network between the two countries, but the team has not yet submitted its report. During Oli’s tour, both countries agreed to expand the railway network to the development of the Chinese railways near Lumbini near Nepal-India border and extend the railway network to Kathmandu only. The dispute has begun regarding the funding of projects between Nepal and China. China has offered loans to build a railway line in Nepal, but Nepal is requesting China that funding should be more. This request of Nepal is hardly ready to accept China. If the funding of the railway project is from China’s debt, then Nepal is also afraid of trapping the debt trap. Oli’s tour was to solve the issue of railway funding, but there was no issue even on this issue.

During Oli’s first visit to China, the two countries had agreed to open new border points but no progress was seen in its implementation. The oldest border crossing Tatopani has been closed since the 2015 earthquake. China had closed this border point, citing security concerns. Instead of Tatopani, China requested the use of the Rasuwangadi-Kerung border crossings but there are no good roads at this point nor better infrastructure. China is planning to develop an international route to enter this place in South Asia.

It is worth noting that Oli’s visit to China did not compromise on the BI project.

Although Oli has managed to bring more sugar in the country. Oli left no stone unturned to woo Chinese leaders during Beijing visit. In his speeches, Nepalese Prime Minister complimented China. In his speech, he said that the success story of the 21st century will be written as a story of China’s success.

At the same time, Xi Jinping said that China is fully prepared to increase cooperation in infrastructure, trade, and investment in Nepal under BRI.

Oli’s tour has shown positive results on the issue of cooperation between the two countries in the energy sector. Government and private firms of Nepal signed four separate MoUs on Hydropower Project. Its aim is to generate 900 MW of power. With these agreements, India’s monopoly over Nepal’s Hydropower Project has ended. Indian firms had failed to complete many hydropower projects with Nepal in the due time.

According to Chinese news agency Xinhua, by 15th May, Nepal received 43.22 billion Nepalese rupees as FDI from China. India was second in Nepal with 4.04 billion Nepali Rupee FDI. In the case of FDI in Nepal, America was the location of China and India.

Oli is trying to balance his neighboring countries with India and China. After the blockade on the Indo-Nepal border in 2015, the Oli government and India’s relations had a bit of bitterness though, since Oli came to power last year, the practice of improving relations has accelerated from both sides. Now there is a very good synergy between Oli and PM Modi.

India had expressed its concern that the security of New Delhi could be threatened by China’s mega project. Chinese Foreign Minister Wang Yi in April proposed a trilateral corridor between Nepal, India, and China to end India’s security concerns.
